There is no solid plan each organization has its own. But if you want to adapt Scrum it is a good idea to have someone from the outside to keep you on track. All employees usually have plenty to do with their daily work and it can be difficult to keep track of a changing process too.

Scrum is a set of "best practices" and like verything else these kind of things takes time and needs to be practiced. It is not a quick "fix" or a little pill that takes away the headache and solves all your problems.
